FOR THE PRESS:
The Immi gration and Nationality Act, which has
been enacted by Congress, will become effective on
December 24, 1952. Meanwhile the President has
issued a proclamation establishing quotas under
the new law and the new quotas for certain Asian
2
countries will therefore become available to the
ARCHIVER AND
RECORDA
SERVICE*
natives of those countries on January 1, 1953.

The Department is proceeding at once wi th the
drafting of regulations for the administration and
enforcement of the new law and is revising the
official forms required in connection with the
applications by aliens for immigrant or nonimmi-
grant visas.
The Department has viewed this legislation
from the beginning largely from the standpoint of
its impact upon the conduct of foreign relations,
rather than from the point of view which embraces
the domestic immigration policy of the United States.
The Department is required to implement both aspects
of our national policy in connection with the visa
system for controlling immigration into this country.
While the Department regarded the proposed legisla-
tion as an improvement over the existing law, it
recognized certain shortcomings of the new law when
viewed in the light of what might have been regarded
as more perfect legislation. However, the choice
