P THE WHITE HOUSE WASHINGTON "NATIONAL September 14, 1951 AND MEMORANDUM for Dr. Steelman: The following is in response to the President's request for information regarding the Mica Program in North Carolina. The Mica Program has been kicked around a good deal, but I am advised that it is a very complicated matter and that the Mica Program during World War II was badly bungled. Everyone concerned is very anxious to avoid the mistakes of last time, even if it means getting off to a slow start. On August 7 the DPA sent a letter to GSA advising them that the Mica Program, in broad outlines, had been approved, and asking them to go ahead and work out the details for buying mica. On September 5 the necessary funds were certified by DPA to GSA. For the past several weeks, numerous interagency conferences have been held to get agreement on exactly how the job will be done. I am advised by GSA that the schedule from here on out is as follows: September 25 - issuance of regulations setting forth detailed conditions under which mica will be bought. October 1 - The Washington Division office is to be established and staffed. October 15 - Negotiations for contracts to buy miça from North Carolina, etc. should be completed. October 15 - The buying station at Spruce Pine, North Carolina should be physically in existence and staffed. November 1 - Purchases of mica should begin. December 1 - Similar stations in New Hampshire and in South Dakota should be in existence and staffed. Res Robert C. Turner
