Pursuant to our conversation of yesterday
morning I would suggest that you look into the
advisability of halting shipments of sugar, meat,
fats and construction material out of the country
until we are a little closer to a balance on these
scarce products.

the advisability of such a procedure and rive me

memorandum on it.
