TOP SECRET - 103 - which included "shares of industrial, transport and other enterprises remaining in Germany as one of the sources of reparations. 1 The Soviet proposal did not specify the total value of these shares nor did it give any indication as to their allocation among reparations recipients. The Reparations Commission did not discuss the Soviet proposal and no agreements were reached on the Soviet proposal. Potsdam At Potsdam the Soviets again proposed that one of the major categories of reparations be shares of German enterprises. They proposed $1.9 to $2.3 billions in shares of German enterprises (railways, ports, canals, etc. ) , foreign currency, precious metals". 2 The Soviet claim in this instance specified shares of transport enterprises only; earlier Soviet proposals had included shares of industrial and other enterprises as well. In the course of negotiations, the Soviets modified this proposal. Instead of demanding a fixed value of shares to German enterprises, they proposed that they receive 30 percent of all shares of German enterprises, regardless of where they were located in Germany. This paralleled their demands for 30 percent of German external assets and 30 percent of German gold. 3 lacr Report, Appendix X. 2 Soviet (Potsdam) Delegation, "Plan of Reparations from Germany" July 24, 1945. (Collado Papers, No. 11.) 3HG (Potsdam), July 31, 1945, 4:00 p.m., p. 7. TOP SECRENT
