SECRET -15- On September 14, 1945; the US Representative submitted a letter to the Secretary of State turning over further responsibility in connection with the problem of German reparations to the State Department. All of these matters are more extensively discussed in Part VIII of this report. of Remaining Problems A basic Reparations Plan has now been adopted, the broad which is set forth in Part IX. In the implementation of this plan, which will be administered through the Control Council and the Zone Commanders, there are a number of problems that will require immediate attention by the State Department. These include: 1) Shares of Other Nations The task remaining in determining the share of other nations is the analysis of claims reports which have already been requested, develop- ment of a tentative table of percentages, and finally the holding of an international conference for the purpose of reaching an agreement on per- centage shares on or about October 15. At this conference the US should be prepared to submit and justify its reparation claim. It should also be prepared to indicate specifically what types of commodities and what types of assets it will take on repar- ations account. In connection with reparation shares, the understanding between the US and UK that we will share the burdens and benefits of the reparations program on a 50-50 basis should be borne in mind.
