    "ocrText": "1\n- 2 -\nmy part of the job is concerned I have completed my task, namely, that of\nrepresenting and assisting the President in exploring, developing, and\nnegotating the formulae and methods for exacting reparations from Germany.\nThe bulk of my staff handling German reparations have already been released.\nI am preparing for submission to the President and to you an orderly history of\nmy mission, together with the documents involved, in such shape as to be of the\ngreatest value to the Department. In the meantime I would greatly appreciate\nit if I could get a concurrence from the State Department to the \"Memorandum\non the Provisions of the Berlin Protocol Relating to Reparations\" which was\nsubmitted to your department some time ago. As I have already indicated in\nprevious communications, I feel that it is important in the interests of the\nprogram that these guiding instructions for General Clay be completed as soon\nas possible.\nIn continuing the work on German reparations, certain matters will\nrequire your early attention. These include:\n(1) Shares of Other Nations\n\"INATIONAL\nARCHIVER\nAs you know, invitations to fifteen claimant nations were sent out\nthrough the Department on August 28 in accordance with the agreement\nbetween the United Kingdom, the United States, and France. The task\nremaining in determining the shares of these other nations is thus the\nanalysis of the data submitted by these countries, the development of a\npreliminary table of percentages, and, finally, the holding of an interen\nnational conference for the purpose of reaching an agreement on percentage\nshares. You will wish to consider inviting the Soviet Union as an obser\nver at this conference.\n(2) Creation of a Permanent Reparations Agency\nIt has already been agreed that an Allied Reparations Agency will\nbe required as part of the administrative structure for reparations. It\nis proposed that such an agency shall include representatives of all the\nchief claimant nations and that it shall have its permanent seat in Ger-\nmany, possibly in Berlin, where it can work intimately with the Zone\nCommanders and the Control Council. The chief functions of the permanent\nReparations Agency would be to allocate specific plants, properties, and\ncommodities to specific claimants and to settle disputes with reference\nto such allocations.\n(3) United States Reparations Claims\nThe Government of the United States in common with all other nations\nwill be required to prepare a tabulation as a justification for its\nSECRET"
