SECOND SERIES OF MEETINGS OF THE ALLIED COMMISSION ON REPARATIONS IN MOSCOW (August 7 to August 14, 1945) On August 7, accompanied by several members of the Delegation, the United States Representative returned to Moscow. On arrival several attempts were made to reach the USSR representative on t he Commission in order to arrange a meeting. These attempts brought no results. 'NATIONAL ARCHIVES ANL Conference with Mr. Molotov RECORDS the SERVICE In the meantime, at the request of the United States Representative, Ambassador Harriman had made arrangements for a conference with Mr. Molotov. This conference was held on August 10. The U.S. Representative repeated to Mr. Molotov the content of the letter addressed to him by Secretary Byrnes to the effect that the future work of the Reparations Commission had been so radically effected by the Berlin Protocol that there would be little ad- vantage in holding future sessions in Moscow. (See Appendix 26). The work before the Commission was primarily technical in nature and required in- vestigations and analyses in Berlin in conjunction with the Control Council. This could only be done in Germany. Mr. Molotov insisted that the Reparations Commission still was re- sponsible for formulating a plan for removals. He insisted that it was the function of the Commission to determine what percentage of industrial capacity should be permitted to remain in Germany. Upon completion of a study of removals, a plan should be submitted to the Control Council f or its consideration. The formulation of the plan, Mr. Molotov contended, was to be made in Moscow where, hesaid, the necessary data existed. SECRET
