Mr. Jacques Rueff, the repre- sentative of France, was present for the first time. A memorandum on the tasks before the Reparations Commission was submitted by Mr. Novikov. (See Appendix 28) Briefly, the USSR stated that the Allied Commission on . SERVICES AND Reparations was to determine the amount and character of industrial equip- ment to be removed from Germany; to determine the kind and volume of de- liveries to be made to the USSR under the Berlin Protocol; to determine what should be removed from the Eastern Zone to Western Germany in return for the industrial equipment to be delivered to the Soviet Union; and to arrange for sending a mixed group of experts to Western Germany to in- until Sunday, vestigate the specific plants that could be removed. The United States Representative did not agree with the suggestions made by the USSR. and ins isted that the determination of the amount and character of the industrial capacity to be removed was a. function that had been given to the Control Council by the Berlin Protocol. agreed He with the suggestion that experts should be sent to Germany, but insisted that their investigation should cover the Eastern as well as the Western Zones.
