The first draft of this memorandum was reviewed with Generals Clay and Draper and their technical staff, including the Legal Division, on August 18th. A second preliminary draft containing revisions was delivered to General Clay on August 20, 1945, with a covering letter stating that after review with affected agencies in Washington, a final draft would be dispatched to him. * LES to ARCHIVES SERVICE* RECORDS Preliminary investigation was also made to locate office accommoda- tions for the US Reparations Group in Berlin in the event the reparations work were transferréd from Moscow to Berlin or a "permanent reparations agency" were created in Berlin with US participation. The space problem in Berlin was found to be acute. The Reparations Mission Library, originally assembled in Washington and taken to Moscow, was turned over to the US Group CC for its use and Mr. Calsoyas was temporarily attached to General Clay's office to arrange and handle this library and acquaint a permanent supervisor therewith. It is believed that the US Reparations Mission, through these discussions and documents, including the above named memorandum, has passed over to the US Group CC everything required by the administrative group from the Reparations Mission to enable the administrators to perform their functions in the light of the prior negotiations. *Copy to Despres, August 19, 1945, Berlin SECRET
