THE PROBLEM
1. To make appropriate recommendations to the Joint Chiefs
of Staff with respect to the exploitation, for intelligence
purposes, of Articles 5 and 8 of the draft surrender terms for
Germany.

CONCLUSIONS
3.
Early and efficient exploitation of the intelligence
sources to become available on the surrender of Germany is
essential to prevent their secretion, loss, or destruction,
and to provide for their optimum use.

4. Upon its establishment, the contemplated tripartite

to
CONTINED
Control Council for Germany will be the appropriate authority
to coordinate, through the Intelligence Division of its staff,
the seizure of intelligence targets in the three zones of
administration, to provide for their immediate exploitation for
the Control Council's own purposes, and to provide for making
such intelligence sources available to the interested department
of the three constituent governments for further exploitation.
5. Pending the establishment of the Control Council, these
functions pertain to the Supreme Commander, Allied Expeditionary
Force (SCAEF) and to the corresponding Soviet command, with
regard to their respective areas of occupation.
