TOP SECRET TORSECT 6. It is noted that provision is made 923/4 for an Intelligence Section of the U.S. nucleus group of the Control Council. This section should be organized without delay for detailed planning of the intelligence exploitation of German surrender. Its function should be to plan, as soon as possible on a tripartite basis, for the estab- lishment of a separate intelligence division in the Control Council Staff. This division would have general intelligence functions in relation to the Control Council. With respect to the present problem the preliminary planning should include: a. Provision for assembling, preliminary to the establishment of the Control Council, the presently avail- able intelligence necessary to planning for the rapid exploitation of the intelligence sources to become available on German surrender. b. Consideration of the immediate utilization, for Control Council purposes, of the intelligence and capa- bilities available in existing organizations for the examination of captured equipment, installations, personnel, and documents (e.g., the Military Intelligence Research Section), and of eventual provision for the accomplishment of those functions under the Control Council. C. Consideration of the utilization of the present TRUNA "NATIONAL activities and capabilities of the Combined Intelligence ARCHIVES AND RECORDS . SERVICE" Objectives Subcommittee (cios) for Control Council purposes, and of its eventual transition to a tripartite basis. 7. For these purposes the intelligence section of the nucleus of the United States group of the Control Council should be authorized and instructed to establish immediate contact with existing intelligence organizations in the European Theater, particularly with the Military Intelligence Research Section (MIRS) and the CIOS.
