It is noted that provision is made 923/4 for an\nIntelligence Section of the U.S. nucleus group of the Control Council.\nThis section should be organized without delay for detailed planning\nof the intelligence exploitation of German surrender. Its function should\nbe to plan, as soon as possible on a tripartite basis, for the estab-\nlishment of a separate intelligence division in the Control Council\nStaff. This division would have general intelligence functions in\nrelation to the Control Council. With respect to the present problem\nthe preliminary planning should include:\na. Provision for assembling, preliminary to the\nestablishment of the Control Council, the presently avail-\nable intelligence necessary to planning for the rapid\nexploitation of the intelligence sources to become available\non German surrender.\nb. Consideration of the immediate utilization, for\nControl Council purposes, of the intelligence and capa-\nbilities available in existing organizations for the\nexamination of captured equipment, installations, personnel,\nand documents (e.g., the Military Intelligence Research\nSection), and of eventual provision for the accomplishment\nof those functions under the Control Council.\nC. Consideration of the utilization of the present\nTRUNA\n\"NATIONAL\nactivities and capabilities of the Combined Intelligence\nARCHIVES AND\nRECORDS\n. SERVICE\"\nObjectives Subcommittee (cios) for Control Council purposes,\nand of its eventual transition to a tripartite basis.\n7. For these purposes the intelligence section of the\nnucleus of the United States group of the Control Council should\nbe authorized and instructed to establish immediate contact with\nexisting intelligence organizations in the European Theater,\nparticularly with the Military Intelligence Research Section\n(MIRS) and the CIOS.\nJCS 1008/2\n- 17 -\nEnclosure\nTOP SECRET"
