June 17, 4 p.m., from Buenos Aires only be said that nationalization action has been instituted--not completed. German benks are open and doing business; Axis commercial firms are continuing their operations; and enomy insuranco companies are thriving. In brief, Argontina is today only Western Henisphere nation where Axis business community goes its profitable way as yet undisturbed, in any major sense, by govt intervention. These conditions I believe are due to inertia, inefficiency and lack of sincere intentions. Decree of April 2 1945, providing for registration of enomy aliens has been modified in such manner as to permit freedom of travel and communications by enemy aliens within Argenting and to exempt from registration is RECORDE priests and members of roligious ordors and others whose activities, judging by past experience, are frequently dangerous. A reliable observer residing at place where Japanese Diplomatic and Consular personnel are interned reports that there is considorable laxity in survoillance; for instance, wives, childron and sorvants of internees are allowed to circulate frocly in the. town which is occasionally visited by other Japancsc.
