Morning June 9 Allied Missions Vienna (our 2542,
June 9) had long discussion with Gen Morosov during which
Flory inquired whether reply had been r eceived from
Tolbukhin re permission to inspect three airfields east
of
Danube. Morosov replied that Tolbukhin was not in
position to grant this request and matter was one for
GOVTS concern. Flory reiterated his understanding of
three days ago that Tolbukhin would obtain necessary per-
mission from Marshal Malinovsky. Morosov explained that
Tolbukhin was unable approach Malinov sky on this subject
and repeated it was therefore one for GOVTS concern.
Flory said he could not consider his mission com-
pleted until he has inspected the three fields west of
Danube and unless such permission was granted immed he
would be unable request instructions from his GOVT to
withdraw his mission June 11 as desired by Tolbukhin.
Morosov declared that at meeting three days ago he had
not intended to make promise that Tolbukhin would seek
Malinovsky¹
