Refer IMMED preceding telegram.
Field Marshal Alexander requested our viows urgently
on draft agreement and appendices transmitted to AFHQ
by Gen Morgan and said that he would have to telephone
Morgan to give him our views by 10 o'clock this morning.
We pointed out that PGH three of main agroement
did not meet with our approval in view of fact it
apparently acknowledges same powers of command and con-
trol vested in YUGO command that are reserved to SAC.
In appendix F (rpt F) we insisted on a clear definition
of " enemy war booty" We expressed objection to Appendix
H (rpt H) PGH three on ground there appears to be con-
siderable danger if YUGOS should issue similar identity
cards to those proposed for area west of Morgan line.
Proposed procedure in this Appendik would onable YUGOS
to issue everyone east of demarcation line YUGO identity
cards thus in fact creating de facto YUGO citimenship.
