GEnls Flory and Winterton WETE authorized last
night by GEnl McNarn Ey and FiEld Marshall Alexander,
respectively, to Enter into informal discussions with
Marshal Tolbukhin on the zoning in Vienna. Neither of
them was authorized to Enter into any agreements or
commitments on the basis of such discussions. They WERE
told that they could Explore with Tolbukhin a possible
division of Vienna within 1938 limits rather than the
Gau limits on the basis of satisfactory rights with
respect to airfields, accomodations and areas for train-
ing in the surrounding country. They WETE also told to
take up possible zoning arrangements alternatively on
the Gau basis. In their discussions they WETE instructEd
to request Tolbukhin for his informal views on the same
basis that they WETE being asked for theirs.
