INCOMING TELEGRAM DEPARTMENT OF STATE-DIVISION OF COMMUNICATIONS AND RECORDS TELEGRAPH BRANCH 17-D PLAIN Action: EUR Info: Control 4091 SS G Rec'd January 11, 1950 P 4:59 p.m. SAM OLI FROM: Lisbon CIA POS TO: Secretary of State PA DCR NO: 13, January 11 Following remarkable comment which appeared yesterday on front page of leading Lisbon daily o SECULO is first ed- itorial reaction to President's State-ofTNation message already fully covered in news columns "The US President departed from the funeral theory of those who expect catastrophe instead or world reconstruction. He is not a dreamer or creator of chimeras. He is man of times, and a strong sentiment of humanity guides him. Truman believes in peace, has confidence in the future and guarantees that the great nation, over whose destiny he presides with a sense of reality and good will, will do everything to restore normal conditions among the nations and once and for all vanquish the specter of way. His address is above all & great, a profound, and admirable lesson in humanity. It is not only meant for the all-powerful who have in their hands the means to dispose of the destinies of peo- ples. His words which are bathed in the milk of human kindness, are also for the humble, the workers and the toilers. No hatred or spirit of vengeance or aggression finds any place in this serene and strong address, and it has been a long time since a public figure of such great world responsibilities has thus spoken. His words may well serve as an example and inspiration to those who direct and govern disheartened nations overwhelmed with evil prophecies of blood and fire.
