US post -war inflation and deflation was attacked as disturbing force post-war world, along with our tariff, shipping, synthetic rubber, etc. policies. Fear was expressed US would retaliate against devaluation by raising tariffs and engaging in international price war. There was absence of confidence we could be counted on over long run to follow policies consistent with our status as creditor nation. View strongly pressed by some members that Britain should abandon post-war policy of working with US to create single multilateral trade world and should seek embark on new policy of trying create third trading area independent of dollars. 6. Parenthetically, Aneurin Bevan expressed similar doubts about British policy yesterday to Embassy officer. In passing remark he said Britain could not much longer continue operate on basis expedients, going from one crisis to another. Unless real force given to September discussions communique by US, devaluation was last effort by Britain to work with US. There was no opportunity to discuss this further. 7. Although views expressed by TUC and Bevan are not official, 1t would be mistake on our part to ignore strength of this feeling in UK, particularly in labor circles. Whether abandoning single multilateral world objective would resolve Britain's problems would be immaterial here if devaluation should end in new crisis.
