I don't SEE what I can add to our reaction here,
already Expressed, to the propos ed good will visit of
the members of the Senate Naval Affairs CommittEE.

clear that I am in no way unsympathetic to a visit to
Moscow of members of the SEnate and House, of a more
general committe E such as ForEign Affairs. (SENT to
DEPT as 1884, RPTD to London TOP SECRET FOR VINANT as
245) It is only for the reasons Expressed that WE here
are afraid that the proposed visit of the SEnate Naval
Affairs Committee may cause Embarrassment to the SoviEt
GOVT at this time. In addition it always takes the
SoviEt GOVT considerable time to make up its mind about
and make suitable arrangements for visitors and if such
visits are proposed it is most courtEous to give the
Soviet GOVT a month or two notice in advance of the
time of arrival.
