Comment: As indicated above it appears at moment his
early arrival here would be timely although both Nehru
and Liaquat have spoken openly in favor direct settle-
ment without third party assistance.
General Bijaya director Nepalese foreign department cur-
rently Delhi complete negotiations of two treaties with
GOI which have already general approval both governments.
Comment: Final text Treaty of Amity already completed
and negotiations on trade treaty expected continue for
another week.
Economic: As result Prime Minister's meeting New Delhi
Indo-Pakistan trade conference will be held Karachi be- -
ginning 19th. Scope excludes exchange ratio but other-
wise broad and will include consideration 800,000 bale
jute deal recently proposed by Indian jute interests and
Pakistan Jute Board.
