NIACT 3170, June 1, noon
Dept's 2428, May 31 was only received in Paris
at 3 n.m. this morning, Accordingly I transmitted
this message to De Gaulle this morning in a letter
with the following opening paragraph:
"I have been directed by the President of the
United States to deliver to you the following message
from him which was transmitted from Washington at
12 noon yesterday and which was only received in
Paris early this morning."
