(SECRET) REC'd 2:23 p.m. SECPETARY of State, Washington. 3571, June 15, 1 p.m. TOP SECRET DE Gaulle told me last night that the govt intends to call ElEctions late this year for a Constituent Assembly to draw up a nEW constitution. The Constituent Assembly until the constitution is put into EffEct will have no other powers. HE took occasion to criticize the functioning of the 1875 constitution: govts forever being overthrown; people had no respect for the govts; the govts had no roots in the pEople; politicians out of tune with the national feEling (he mentioned HErriot). When I asked him about the recent municipal ElEctions he said that the people voted for this and that party, but all the people voted for de Gaulle. Then he went on to say what a remarkable reception he had received in Normandy: "as I receive EVERYWhERE I go" he added.
