Felix Gouin, President of French Provisional Con-
sultative Assembly, has requested that a message, read-
ing in translation as follows, be transmitted to President
Truman: " On this day of the total victory of the United
Nations over the forces of evil, allow me, in the name of
the members of the Consultative Assembly and in my own
name, to rejoice in unison with your great people.
France will not forget the generous part taken by
the United States in the fight for its liberation. To-
morrow, in the reconstruction of peace, it will remain
worthy of the noble traditions of its past, thus justify-
ing the confidence which your country has kindly dis-
played to it in its days of trial.
