FOR PERSONAL ATTENTION CLIFFORD FROM MC DONALD Admission Israel present session UN would be resounding success President's policy. Doubtful votes in SC include Canada and France which are favorably inclined; Belgium and China which are more diffi- cult. President's influence with all four might be decisive. Canada and France would, I am told, welcome Presidential encouragement. China's and Belgium's opposition primarily result British influence which President could counter. Most desirable that on issue of Israel's admission Russian favorable influence be equalled or exceeded by that of US. This especially true because of possibility that no agreement will be reached this Assembly on any other major Palestine action. Hence, measure of US support of Israel will be degree of influence exerted on Canada, France, Belgium, and China.
