PASS MOSCOW 26, SAIGON 33.
Government apparently planning act immediately and
vigorously on announcement Moscov recognition Ho Chi-
minh which is banner headlined in all afternoon news --
papers. Latter carry Foreign Office view that Soviet
decision is "very grave act" and announce that Soviet
Ambassador will be called to Foreign Office.
British Ambassador and I have been invited to call at
8 o'clock this evening on Parodi (Schuman is ill) whene
WE are to be given copy French note of protest to Soviet
Union. Note will later be made public.
In advising us of foregoing, Baeyens said that prelimi-
nary Foreign Office reactions were that event, in addi-
tion to effect on Franco-Soviet relations, would certainly
prevent for unforeseeable period French recognition of
Mao Tse -tung - He added French were even considering
following our lead in withdrawing consular personnel
from China.
