FOR GREW
President Truman's letter inviting Rios to the
States in October was received with Elation and immediate-
ly accepted with the promise of a formal letter to Truman
for the following morning This delivered to me and sent
on by pouch, leaving here yesterday. In SECRET despatch
No. 4903, May 10 is the suggestion that no announcement
of invitation be made until it can be done simultaneously,
released at same time in both capitals. I impressed this
on Rios who of course agreed but it is very clear that
he is Eager to have the announcement. I hope, therefore,
that the DEPT will inform me by telegraph and that Earliest
possible date be set since I know it will be difficult
to kEEP the secret long because Rios will certainly make
confidential mention to Some official friends who may lzak.
Since the invitation is made and accepted, I assume there
ean be no reason for much delay
