Colonel General Enver Hoxha signing as Prosident
of the Council of Ministers of the Democratic Govern-
ment of Albania has requested that following message
translated from French dated May 16 be telegraphed to
President Truman:
"On the occasion of the victory Hitler Nazism
brought about by the powers of the anti-Fascist bloc,
I have the honor to express to Your Excellency and
to the American people my warm congratulations as
well as similar sentiments of the entire Albanian
nation for the invaluable contribution which your
armed forces have made to t he realization of thi
