This telegram
indicates such fear was not without justification.
ARI
has not been prevented from accumulation and shipping
clothing for distress population for three months dur-
ing national campaign in America and if pledges made
as we were advised when ARI finally joined campaign are
not kept, its activities and those of EMDSI (National
Committee for Distribution of Relief in Italy) will be
permanently dostroyed. This possibility is of such
farroaching political and social consequence that it
would be well to prevent such action as will prevent
both ARI and EMDSI to continue activities without in-
terruption.
