MEVORANDUM FOR THE PRESIDENT:
SUBJECT: Award of Tar Department Decorations
Current policy authorizes the War Department to take final
action on amards of War Department decorations except for awards
to civiliane, either United States or foreiga, and except for
awards of the Distinguished Service Medal or Legion of Merit to
foreign ailitary personnel. In these cases your approval is re-
quired prior to final action being taken. This policy es-
tablished by the late President Franklin D. Roosevelt when awerds
to foreiga personnel were fer in number. Awards to foreigners
have already increased considerably and with the close of the wir
in Europe it le expected there will be a very large increase in
the recomendations submitted to the Var Department. In view of
this factor and the accelerated turnover of foreign personnel an-
ticipated in the European Thester of Operations, it not scems d-
ministratively desirable that current policy be changed.
I request that you authorize the Tar Department to taire final
action on swarda of War Department decorations to civilians, both
United States and foreign, end to foreign military personnel. The
citations and certificates pertaining to these essrds will be sub-
mitted to you for signature whenever a sufficient number hes ne-
cusulated.
The State and Navy Departments interpose no objection to this
proposal.
