DECLASSIFIED E. O. 11652, Sec. 3(E) and 5(D) or (E) Dept. of State letter, Aug. 9, 1973 By NLT-HC , NARS Date 725.75 - =2- - #1785, November 18, 4 p.m., from Warsaw via War troublesome well known methods used in post would be employed against 1t. He feels that present stage of Sovietization of Poland is comparable to period when Soviets were gaining power in Russia at beginning of revolution. Private initiative was then tolerated for a time but stifled subsequently as nationalization progressed in every branch of economic life. Recently announced national levy is forerunner of crushing of private business which will be fully accomplished after PPR has taken over full power following election. Sub- sequently, there will be a "leveling ofr" of everyone to uniform poverty. This may mean that govt will en- deavor to exterminate stubborn opponents, that prisons vill be filled and many dla. Soviet leaders did not hesitate to kill off millions in Russia. "Line" has been precisely laid out and will be adhered to in Poland without hesitation even 11 price is death of tens of thous ands. If protests are made by Anglo-Saxons owers re election violations govt will answer that elections are domestic affair; that they were conducted fairly and that no interference of outside will be tolerated. As long as (?) Polish Govt and Moscow count upon lack of unanimity among Yalta and Potsdam signatories as to interpretation of agreementsreached concerning Poland. Consequently, Polish Govt will act as Moscow directs. Poland has no foreign policy of its own and merely car- ries out policy in the narrow sector and in the manner assigned by Moscow. PPS had been caught in a trap and though some of its leaders imagine 1t is an independent and important party it is only a tool in the hands of PPR and it is "on its deathbed". Rola-Zymierski so described PPS party to a friend some months ago. Subka and Cyrankiewicz may not fully realize this and former still expects to remain on as premier in new govt. Some PPS leaders believed that when Matuszewski who as a Communist in- filtrated PPS without cutting PPR toes was ousted from post as Propaganda Minister and also from PPS Executive Committee PPS really had some independence. Troubles between PPR and PPS which had necessitated several trips to Moscow within recent months resulted in part from refusal by PPS to agree to PPR demand that OMEUR Socialist Party youth movement be unified with PPR fighting youth novement
