MEMORANDUM TO THE PRESIDENT:
In a review of the structural conditions of the second floor of
the White House, we find an extremely critical condition exists
over the State Dining Room.
When the dining room was enlarged in 1902, a supporting wall
running east and west was removed and replaced with two steel
I-beams. There are two double timber beams running north and
south, which were originally carried by the removed wall but
are now framed into the I-beams. The framing was done in such
a manner as to induce failure of these timber beams and their
splitting shows that this failure has started. The stresses are
so high as to indicate immediate failure, and the beams should
have fallen long ago.
I personally inspected this situation and was astounded at the
conditions found. I can believe that the beams are staying up
there from force of habit only.
I am attaching our Drawing No. 32-2, which shows the temporary
corrective measures that could be used. I recommend that the
work be done immediately.
