MEMORANDUM TO: The President
FROM:
Lorenzo S. Winslow
With respect to the meeting at 3:15 p.m., when
Mr. Orr, Maj. Gen. Edgerton, Mr. Crim and I will
see you.
The object of this meeting is to discuss the
progress of the work. The Commission feels that
the Contractor is derelict in the full performance
of his work. The Commission does not wish to
accept the remarks Mr. McShain made before them at
the November 29th meeting, when he told them he
was held up by the Commission and wished to start
the work immediately.
Actually, the work is proceeding without
proper supervision by either the Contractor or the
representatives of the government under the Con-
tracting Officer. There has been no proper program
prepared for the performance of the demolition, the
dismantling or related work.
