MEMORANDUM FOR SECRETARY CONNELLY:
I feel compelled to transmit confiden-
tially for your advice and direction, the attached
memorandum from Mr. Winslow.
I am definitely opposed to such use
being made of The Executive Mansion and without
plumbing, telephones and proper lighting the
resulting irreparable damage can be foreseen.
I agree with all of Mr. Winslow's
recommendations and if you agree seek your advice
as to the best way to execute them.
