SUBJECT: Occupancy of the Reconstructed White House
I have been indirectly informed that in the near future the Commission
intends to raze the construction sheds on the South Lawn and to probably
occupy certain space in the ground floor and throughout the basement areas
/-
of the White House. This move would include the Executive Director's office,
the numerous personnel of the Project Manager's office, the Contractor's
personnel, including all the storage and tool rooms for the various sub-
contractors, together with all laborers and other workmen to the number of
over
200 men. Ne! HST.
If these sheds are razed within a month or so there will be no plumbing,
no lighting and no telephone facilities in the Mansion. It is probable that
2 -
the ground floor areas will be finished within 5 or 6 weeks and if these
areas are used for contractors' offices without a doubt there will be consider-
able damage done to the various interior finishes that cannot be repaired
satisfactorily last minute. Don't use them H.S.T.

finished. For any of these areas to be put into use as storage and dressing

rooms for laborers and mechanics is inconceivable in a residence of this kind.

am inclined to believe that the sheds on the south lawn should remain

As each room is completely finished it should be locked and kept locked
until the furnishings are moved in for occupancy. After that time no work-

men or government personnel should be permitted free access throughout the
building without specific permissign from the Executive Director of the
Commission.

A program or finishing schedule should be made indicating the time
that certain areas are to be finished, the method of security and all
6-
restrictions for each area should be set forth. This will prevent haphazard
construction and finishing methods, probable damage and also limit free
access throughout the finished spaces in the Mansion, except upon specific
purposes.
The Commission's quarters, together with the PBS buildings could remain

until all contractors' work is removed from the site. The fence should remain
