DECISIONS
1. CONTROL OF EXPORTS TO THE USSR AND EASTERN EUROPE
SECRETARY MARSHALL read a brief prepared for him in the Department
of State. It opposed Council action on the Commerce proposal because it
was in conflict with the paper being considered in the Department of State.
MR. LOVETT was not sure that the paper being considered by the De-
partment of State was entirely acceptable, but he did propose that the
Council postpone action pending the formulation of views of the Depart-
ment of State on the proposals by Secretary of Commerce.
