NSC 1/1 NAY TOP OBORUT THE PRESIDENT November 14, 1947 Copy No. 11 action 9 NOTE BY THE EXECUTIVE SECRETARY to the NATIONAL SECURITY COUNCIL on THE POSITION OF THE UNITED STATES WITH RESPECT TO ITALY The enclosed Report is a revision of NSC 1 in the form adopted by the National Security Council at its second meeting. The enclosed Report will be submitted to the President by the Secretary of State, with a notation that the section entitled "Conclusions" constitutes an expression of the Council's advice to the President.
