1. THE POSITION OF THE UNITED STATES WITH RESPECT TO GREECE
(NSC 5)
SECRETARY LOVETT said that Secretary Marshall was sorry he was
unable to attend. He asked Mr. Lovett, however, to express the fol-
lowing three points of view with respect to this paper:
1.
The paper as a whole should be reworked by the NSC Staff.
Such abstract terms as "sending troops to Greece" should
be defined by indicating why they were being sent, what

their function would be, e.g., show of force, a demonstra-

tion of determination, etc. The paper should also include
an estimate of the effectiveness of the operation. He

feels strongly that we should never start anything unless
we are ready to see it through. He felt that the paper
did not indicate adequate consideration of the consequences,
particularly those involving the impact within the U. S.
