NOTE: At the National Security Council meeting on 13 January 1948,
the Director of Central Intelligence furnished an advance copy of
the attached CIA Report to the President.
Inasmuch as the attached copy represents the final form of the
report, it is requested that the advance copy be returned to the
Central Intelligence Agency, and that the final copy attached be
used to serve the needs of the President.
