Between now and the April elections in Italy, the United\nStates should as a matter of priority immediately undertake further\nmeasures designed to prevent the Communists from winning participa-\ntion in the government, as a result of these elections. In addi-\ntion to the measures in par. 9 of NSC 1/2, the United States should\na. Immediately provide campaign funds from unvouchered\nand private sources to the parties at present represented in\nthe Italian government.\nb. Help Italians at once to establish clandestine radio\nfacilities in or near Italy for use by the Italian government\nparties in their political campaign.\nC. Urge key members of Congress to announce immediately\nthat the attitude of the American people is such that they\nwould never support economic assistance to Italy if its gov -\nTRUWAN ARCNIVES *HATIONAL AKD\nernment included parties inimical to the United States.\nRECORDS\nd. Announce without delay, after informing the British\n48. ADMIN.\"*\nand French Governments, that the United States supports an im-\nmediate revision of the Peace Treaty that will provide for the\nreturn of Trieste to Italy.\ne. Exploit as soon as possible and by all possible means\nthe delay of the Soviets in the readmission of Italy into the\nTangier International Regime.\nf. Immediately initiate in this country, and encourage in\nGreat Britain and France, a campaign of speeches by gov- -\nernment officials and private individuals, including\nNSC 1/3\n5 (revised)\nTOP SECRET"
