To assess and appraise the position of the United States\nwith respect to Soviet-directed world communism, taking into ac-\ncount the security interests of the United States.\nANALYSIS\n2.\nThe ultimate objective of Soviet-directed world commu-\nnism is the domination of the world. To this end, Soviet-directed\nworld communism employs against its victims in opportunistic\ncoordination the complementary instruments of Soviet aggressive\npressure from without and militant revolutionary subversion from\nwithin. Both instruments are supported by the formidable material\npower of the USSR and their use is facilitated by the chaotic\naftermath of the war.\n3. The defeat of the Axis left the world with only two\ngreat centers of national power, the United States and the USSR.\nThe Soviet Union is the source of power from which international\ncommunism chiefly derives its capability to threaten the exist-\nence of free nations. The United States is the only source of\npower capable of mobilizing successful opposition to the commu-\nnist goal of world conquest. Between the United States and the\nUSSR there are in Europe and Asia areas of great potential power\nNSC 7\n- 1 -\nTOP SECRET"
