MEMORANDUM FOR THE PRESIDENT:
The National Security Council as constituted prior to your
approval of the National Security Act Amendments of 1949, and with
the concurrence in this case of the Secretary of Commerce, the Chair-
man, Civil Aeronautics Board, and the Economic Cooperation Adminis-
trator, recommends that you approve the incorporation of the follow-
ing additional sub-paragraph 2-i in the Recommendations of NSC 15/1,
"U. S. Civil Aviation Policy Toward the USSR and its Satellites",
which you approved on July 13, 1948:
"i. In view of the breach between Tito and the Kremlin
and the evidence at hand that Soviet control of Yugoslav
civil air operations has been eliminated, Yugoslavia
should be exempted from the above restrictions so long
as the present breach is maintained."
The basis for this recommendation is contained in the at-
tached letter by the Secretary of State, dated August 4, 1949.
