MEMORANDUM FOR THE PRESIDENT
At its 14th meeting, the National Security
Council adopted the enclosed report on "US Civil Aviation
Policy Toward the USSR and its Satellites" (NSC 15/1),
subject to concurrences by the Occupation Authorities in
Germany and Austria, which have now been received.
The National Security Council recommends that
you approve the recommendations contained therein and
direct that they be implemented by all appropriate
Executive Departments and Agencies of the US Government
under the coordination of the Secretary of State.
