MEMORANDUM FOR THE PRESIDKNT:
At its 14th Meeting, the National Security Council
adopted without change the enclosed report on "The Position of the
United States with Respect to Support for Western Union and Other
Related Free Countries" (NSC 9/3).
The National Security Council recommends that you approve
the Conclusions contained therein and direct that they be implemented
by all appropriate Executive Departments and Agencies of the U. S.
Government under the coordination of the Secretary of State.
