MEMORANDUM FOR THE SECRETARY OF DEFENSE:

Subject: The Position of the United States
with Respect to Providing
Military Assistance to Nations
of the Non-Soviet Wor ld.
NSC 14, a report by the National Security Council
staff on "The Position of the United States with Respect
to Providing Military Assistance to Nations of the Non-
Soviet World", is consistent with the policies of the
Joint Chiefs of Staff previously furnished you and the
Joint Chiefs of Staff therefore concur in the conclusions
to this report as advantageous to the National Defense
of the United States. It is recommended, however, that
paragraph 14 b of NSC 14 be amended to read as follows:
"14. b. To standardize their weapons and
materiel to the maximum practical extent."
