MEMORANDUM FOR THE PRESIDENT:
At its 19th Meeting, the National Security Council
adopted the enclosed report on "The Position of the United
States with Respect to Scandinavia" (NSC 28/1).
The National Security Council recommends that you
approve the Conclusions contained therein and direct that
they be implemented by all appropriate Executive Departments
and Agencies of the U. S. Government under the coordination
of the Secretary of State.
