paragraph 19 concerning the control of Japanese economic
war potential.
"Production in, importation into, and use within
Japan of goods and economic services for bona fide peaceful
purposes should be permitted without limitation, except:"

The following additional sub-paragraph be inserted
immediately before sub-paragraph 20b.
"After completion of reparations removals pursuant
to the program proposed below, Japanese economic producti -
vity should be subjected to no limitation other than that
provided under the terms of paragraph 19 above.
