FOURTH DRAFT
WAGES AND PRICES
1:
Last Saturday I talked to you about our foreigr problems.
Tonight I want to discuss with you some of our domestic problems.
On August 18, 1945 -- four days after the surrender of Japan -
I issued an Executive Order which laid down the guiding policies of your
Government during the transition from war to peace.
Briefly stated these are:
First, to assist in the maximum production of civilian goods.
Second, to continue to avoid both inflation and deflation.
Third, as rapidly as possible to remove government controls and
restore collective bargaining and free markets.
That is still our policy.
The risks of inflation and deflation are both very sérious in a
time of transition such as this is. If prices go up substantially we face
inflation. If wages go down substantially, we face deflation.
We will have these difficulties behind us only when we reach a high
level of production, a high level of employment, good wages and fair profits.
Until then, we must be on our guard, and all of us must steer clear of these
twin evils.
That is why I want to talk to you tonight first about wages and
then about prices.
What happens to wages is important to all of us -- even to those
of us who do not work for wages.
