FOURTH DRAFT
- 3 -
of these seem to have disappeared just when we need them most.
Right after VJ Day I called the representatives of labor and
industry to the White House and impressed upon them the need to continue
this teamwork during this difficult reconversion period. They agreed that
they would continue to cooperate. But in too many instances the people
they represented have not backed them up.
It has been my experience in public life that there is no problem
which cannot be worked out, if we make a real effort to understand the
other fellow's point of view and try to find a solution on the basis of
give-and-take, and fairness for both sides.
I want to discuss the wage problem in just that spirit, and I
hope that all of us in the United States can start thinking about it in
that way.
Let me begin by putting labor's position before you. I don't
think many of us understand how hard a blow has hit our industrial workers
in the shift from war to peace.
You do know that the sudden ending of the war has meant that
millions of war workers were laid of f with very short notice or none at all.
While that is a difficulty we hope to overcome before too many months are
passed, unemployment is hardly a suitable reward for the contribution which
these war workers made to victory.
Many months ago I urged the Congress to amend the unemployment
