While the Fact-finding Board is deliberating and for ten
days thoreafter it should be made unlawful to call a strike or
lock-out OR make any change in rates of pay, hours, or working
conditions except by agreement.
The parties would not be legally bound to accept the findings
or follow the recommendations of the Fact-finding Board, but the
general public would know all the facts. The result, I em sure, would
be that in most cases, both sides would accept the recommendations as
they have in most of the railway labor disputes.
The legislation should pay particular attention to the needs
of seasonal industries, so that the so-called "cooling-off periods"
can be arranged in those industries in a manner which will not
subject labor to en undue disadvantage.
Thore are other subjects which were on the agenda of the
Labor-Management Conference, on which no agreement was reached.
The most immediate, the most press_ing, however, is this one
of machinery. I hope that the Congress will act upon this matter
as quickly as possible - and certainly before its Christmas recess.
SETTLEMENT OFTHE
In order to avoid any delay in the most important existing
strikes, I em appointing such B. Fact-finding Board for the
present stoppage in the dispute betweeen General Motors Company
