(CFM No.1) u SECUS Electoral Procedure/ Electoral procedures in Germany are those established by the respective Land governments in accordance with the directives of the zone commanders. There has been no quadripartite agreement on electoral prosedure nor on suparvision of elections. Only in the S. TRUNAR ARCHIVES "NATIONAL RECORDS AND municipal olection of Berlin, Ostober 20, 1946, has there been SERVICE" quadripartite supervision of a German election. The tactics eme ployed in the Soviet zone by the dominant SED have been such as to deny equal privileges to all parties in the Land elections, although those relate rather to the preparatory measures than to the conduct of the elections themselves. At Moscow, the US, UK and France agreed that the CC should ensure quadripartite supervision and inspection of elections through out Germany as a whole; the USSR proposed that such supervision and inspection should apply only to elections for an all-German parlia- ment. In further discussion in the ACA (Internal Affairs and Com- munications Directorate) the Soviet mamber blocked agresment upon the stablishment of a commission for the supervision and inspec- tion of elections by insisting that its function apply only to elections for "the Central German Parliement". There was general agreement at Moscow that the CC should "ensure that elections throughout Germany as a whole are carried out on the democratic principles of universal, equal and direct suffrage and the secret ballot"; the USSR insisted also upon a system of proportional representation. Subsequently the matter was discussed in the ACA (Internal Affaire and Communications Directorate)
