Soviet Propaganda Practices in Germany, Parta 1 and 20) AND RECORDS (e) Exchange of Publications and Other Cultural Materials Implementation of Directive No. 55 has been delayed until September 15, 1947 by order of the Postal Committee of the Inter= nal Affairs and Communications Directorate, Allied Control Authority (see OMGUS paper, Free Exchange of Information, po 3 (5) do It is therefore too early to svaluato the effect of the directive. (See Interim Report on Effects of ACA Directive No. 55: Frae Exchange of Information, Annex B.) It is nevertheless evident that implementation of Directive No. 55 will raise & number of important probloms. The effects of the entry into the US zone of quantities of published material originat ing in the Soviet zone bear close watching, in view of the eurrent predominance of anti-US propaganda (including mieropresentations of US policies in the US sone) containing in these publications (sce B, (7), above). Secret information received by the Department confirms that the SMA plans to utilise Directive No. 55 as a basis for "flooding" the western sonea with anti=US and anti-British propaganda. US sone modia are furthermore put at a disadvantage by the scarcity
